I mean, if my brother plays a creature, like a plain 1/1 with no
bonuses like Haste, can it block if I attack on my next turn
immediatelly following the turn he played his creature?
I remember a rule that monsters played that did not have Haste were
tapped when they came into play, so would they be unable to b,ock
until untapped on the players next untap step? I havent played MtG for
a long, long time. ^^;;

Sure.

No, that's never been the case.
They aren't able to _attack_, and aren't able to use _activated abilities
with Tap-symbol in the cost_, before they start their controller's turn under
his control... but that's not the same as "they come into play tapped" in any
way. They can block fine while still 'sick'.
Someone where you learned might have been -teaching- it, for simplicity and
to explain why they couldn't attack or use Tap-cost abilities, as "it's like
they come into play tapped", but that's a Bad Teaching Method, alas.
