OK, I've decided to come up with a blue regenerating creature that doesn't
require a second colour anywhere (ability copying doesn't count, sorry
Quicksilver Elemental). Thus far, I've found three entire cards:
Sea Troll
2U
Creature - Troll
2/1
U: Regenerate Sea Troll. Play this ability only if Sea Troll blocked or was
blocked by a blue creature this turn.
Spiny Starfish
2U
Creature - Starfish
0/1
U: Regenerate Spiny Starfish.
At end of turn, if Spiny Starfish regenerated this turn, put a 0/1 blue
Starfish creature token into play for each time it regenerated this turn.
The Sea Troll's ability is only good against blue, so that's out the window.
What that leaves is Ghost Ship and Spiny Starfish. I don't need to be able
to make tokens, I just want something playable. So, how about:

Creature - CREATURETYPES
1/2
Flying
Whenever a player plays an instant, you may regenerate target creature.
Good against red, and still playable against other colours, if you include
being able to play things like Brainstorm or Thirst for Knowledge.

Regeneration just isn't considered a particularly blue ability these days (and
if I look at the above three cards, probably never was -- Sea Troll, as you
mention, is pretty limited, the Starfish has wimpy base stats, and the Ghost
Ship, arguably the best of the bunch, requires a whopping three blue mana in
order to regenerate). Blue can *already* save creatures by bouncing them back
to their owner's hand, counterspelling the threat, making them untargetable,
phasing them out, whatever...and you miss *regeneration*? (Which half the
time doesn't help anyway because of all the 'that creature can't regenerate'
effects flying about.)
That said, I suppose it might be in flavor for blue to have a regenerator with
some weird drawback. Say...

I know Blue isn't known for regenerating. However, I don't see a problem
with there being a blue regenerator coming up every, oh, say three or four
blocks or so, that doesn't have to rely on another colour or a card like
Dream Thrush to convert your own land into the colour you need. Also, a
buddy of mine (and I can just see Dave DeLaney shaking his head as he reads
this) are designing our own block, with part of the key being allowing
colours to do things (even if badly) that they don't get a chance to do
otherwise. Example: We have a red spell that reads, in part, 'Destroy target
enchantment.' Of course, said card costs more to play then, say, a standard
LD spell, but it also deals damage to the enchantment's controller.

Cute Altho my *ONLY* problem with that is it feeds Red more burn, so it
kinda saves Red that way too. What about a Flicker-type effect - which feels
like Phasing to me

Well, this one doesn't seem to be regenerating anymore, does it? Looks
reasonable at first glance, though. Some playtesting to see if that ability
is costed just right might be in order.

The fun part is figuring out how to make it feel, well, blue. I will say
this: Ghost Ship in Shandalar was a pain in the ass to deal with
