Radeon 9800pro problem

I recently purchased a gigacube 256mb radeon 9800 pro. The problem is direct 3d is not working at all. I first incountered this when trying to play gta: vice city. I went through the directx diag direct 3d test and all failed. I have tried new drivers, formatting, and other tinkering. I have the Catalyst 2.4 drivers installed, direct x 9.0a, and windows xp pro sp1. Nay advice would be greatly appreciated.

Find out if the problem is THIS card. Try an old board. If another card works, maybe send it back and get a replacement.
