In Security Center the Virus Protection is OFF.
It says that Norton AntiVirus reports that it is turned off.
and I have on Norton AntiVirus in Security Scanning Features the following:
-Auto-Protect OFF
-Email Scanning Error
I tried to turn auto-protect on but it still off.

You've got a problem with NAV, not with Windows Security Center. The NAV
services may not be running or the installation may have become corrupted.
Try checking for troubleshooting at Symantec's website. If that doesn't
help, try a reinstall of Norton.

There are viruses that can disable Norton...this may be your problem. If
you can, you may want to hook your hard drive up to another system (a system
that is antivirus protected with fully up-to-date virus signature files) and
run a scan.
