Can i use the win7 disc that came with my dell laptop to install win7 on my pc?

most OEM disks have Issues if you try to use them on another computer,

The Dell OEM system is not transferable to any other pc. They like all other manufacturers have a volume license and it's tied to that pc and hardware.
Even if, and it's a big IF, you could get it to install, you would not be able to activate it.
