Can you splice the same card twice onto arcane? (reveal one copy twice and
pay its splice cost twice, onto one arcane spell)

No, from the FAQ:

* You must reveal all of the cards you intend to splice at the same
time. Each individual card can only be spliced once onto any one
spell.

No.

You have to reveal _all_ cards that you want to splice onto a spell at
the same time. Thus, you _can_ splice several _cards_ onto the same
spell (by revealing them all), but you cannot splice the same card more
than once (because it's only a single card so you can't reveal it more
than once).
Note that if you have two or more copies of the same card in your hand,
you can splice all of them onto the same arcane spell just fine (if you
can pay all those splice costs).

No, not possible. If you are splicing multiple cards on, you reveal all
of them AT THE SAME TIME. This means you _cannot_ splice one card more than
once. (If you have three Glacial Rays in your hand, you can splice each of
them once onto another Arcane spell you cast, total three, or can cast one
of them and splice the other two onto it, total one being cast and two
spliced.)

No. In general, you can't do ANYTHING in Magic 'as many times as you want'
unless an effect or rule says so explicitly.
