Hello,

If I steal an opponents creature (say a goblin) that has been out on the
table for several turns (ie. it no longer has no summoning sickness) will it
have summoning sickness when it comes under my control?

Specifically, I use Vedalken Shackles or a Dominating Licid.

Vedalken Shackles

Artifact
You may choose not to untap Vedalken Shackles during your untap step.
{2}, {T}: Gain control of target creature with power less than or equal to
the number of Islands you control as long as Vedalken Shackles remains
tapped.

Dominating Licid
{1}{U}{U}
Creature -- Licid
1/1
{1}{U}{U}, {T}: Dominating Licid loses this ability, becomes an enchant
creature enchanting target creature, and gains "{U}: End the effect that
created this ability."
You control enchanted creature.

Yes. If you're using the 'summoning sickness' paradigm, the rules to remember
for it are
a) permanents get 'sick' upon coming into play or changing controllers
b) permanents stop being 'sick' as their controller's turn starts
c) only creatures (and Rocket Launcher) ever CARE whether they are 'sick'

Your newly-acquired creature can't attack, and can't use any Tap-cost activated
ability it may have, until after your _next_ turn has started.

212.3d A creature's activated ability with the tap symbol in its
activation cost can't be played unless the creature has been under its
controller's control since the start of his or her most recent turn. A
creature can't attack unless it has been under its controller's control
since the start of his or her most recent turn. This rule is informally
called the "summoning sickness" rule. Ignore this rule for creatures
with haste (see rule 502.5).

Note that the amount of time the creature has been out on the table is
irrelevant. All that matters is how long it has been under your
control, and whether that is at least as long as the time since you last
started a turn. This is why cards that take control temporarily (like
Ray of Command and Overtaker) feel the need to add haste for the
duration.

Every creature as summoning sickness unless it started the turn on your
side or it has haste.
