Suppose I imprint an Arcane spell on my Isochron Scepter. I presume
that I may splice other Arcane spells as I play copies of that Arcane
spell over and over again.

Won't that be fun? ;)

Yes, but you have to pay the splice cost.

Yes. The Scepter tells you to play the copy that it makes, and the
copy has the Arcane subtype in this case. So, you're playing an
Arcane spell, and that means you can reveal cards with Splice from
your hand, pay their splice costs, and copy their text onto the
copy of the spell that you're playing.

You may Splice a card onto the Arcane spell copy your Scepter lets you make,
yes. (Or more than one, if you have more than one to Splice and can pay the
cost.)

You still have to pay the Splice cost - that's an additional cost, not part of
the mana cost, so doesn't get ignored by the Scepter effect.
