The DUMMY that I am! Tried to upgrade my laptop!!

Aloha dudes and duddettes,
Okay, here is the DUMB story! I was upgrading my Compaq Armada 3500 laptop from WinXP Pro to WinXp Pro SP1 in via internet. I was almost done when we got a blackout. Now, with a half ass install I can't even boot up my laptop. All it does is Boot up WinXP and turns off and turns on again. It won't even go to the WinXP screen!?! it'll go as far as loading it with that kewl Knight Rider look alike light that goes across the monitor. After that it goes bam flashes and reboots itself again.
I tried to reboot from the CD but it says after trying to config my laptop that it is missing a file. I bet it was when i was finishing up my downloading when we had the blackout.
I'm in a rut people! what can i do now? I don't even have a floppy so i can't reboot with a disk. SOmeone teach me how to erase my harddrive so i can do a fresh install of XP Pro. I can't even go into the bios!
