ok, here's a hypothetical situation:

I have 4 forests in play at the beginning of my turn, and after my draw
step, I have a forest and a River Boa in my hand. My worthy opponent
is playing a blue-based control deck that packs Mana Leaks and he has
two Islands untapped.

Is the following legal:

1. During my pre-combat main phase, I tap two forests generating two
green mana and announce that I am playing River Boa.
2. My opponent taps his two Islands and announces that he is playing
Mana Leak targetting the River Boa spell on the stack.
3. I drop the land in my hand into play and proceed to tap the three
mana necessary to pay Mana Leak's requirement of three more mana to
resolve the River Boa.

No. At step 3, there are currently 2 things on the stack (The River
Boa and the Mana Leak). You can only play a land if it's your main
phase, the stack is empty, you have priority, and you haven't already
played a land this turn.

Yes. (You can also announce, then tap during 409.1g during announcement.)

That's fine.

Nope. You can't play a land unless a) it's your turn and your main phase, b)
you have priority, and c) the stack is EMPTY. Just like a Sorcery, Creature, or
enchantment spell; you can only play a land "any time you could play a
sorcery". You won't be able to play that land until after the Mana Leak has
resolved and (since you can't pay for it) countered the Boa spell, emptying
the stack.

Nope, not legal. You can only play a land when nothing is on the stack.
(Note that playing the land does not use the stack. You simply put the
land in play and then get priority again. But you can't do that if
anything's on the stack)
