Wizards says they're announcing Standard-shattering bannings on March 1st.
When bannings are announced on the first of a month, when do they take
effect? Do I have to wait until April 1st to have fun at fnm?!

Any changes to Banned/Restricted lists announced on March 1 will take
effect on March 20.

In general, format changes are announced near the beginning of a month
(such as a set being released, or B/R list changes) and take effect on
the 20th of that month.

Okay; I don't see anything about this easily findable on the home page... but
hey, they can say it if they like. (Jym here at the store informs me that
"there's only one deck, Ravager-Affinity, being played in Type II right
now..." )

They generally took effect one month later, correct... except that looking
at my archive (www.vic.com/~dbd/NFd/new.rulings , containing a packrat-style
collection of Rulings posts and some but not all of the banned/restricted list
changes, back through I kid you not 1994), the _most recent_ B&R post came
out 9/1/04 and was effective 9/20/04. Before that there was generally a one-
month delay, but it looks like they've changed it to match up with the new
"new sets become legal on the 20th of the month, after their release".

That means I'd expect any Standard-shattering bannings that were released on
3/1/05 to become effective 3/20/05 ... but the post that tells you whatever
the bannings are will also tell you when they will become effective. So I'll
have to wait and see...
