Add Remove Programs NoGo

Windows 2000 SP3
When I go into Add Remove Programs the following error comes up.
An unexpected error occurred
Class not Registered
res://appwiz.cpl/listbox.htc
Line 225
When I click the OK the box that lists the programs is blank for the first view, scroll down and the programs are listed but cannot change or remove any.

I am logged on as Administrator, I would appreciate any help I can get - thanks.
