You can try
a) Updating the (without the card in place)
i) bios
ii) chipset drivers.
iii) other patches.

Note: you may have to remove the present drivers, fix the bios not to use the card (maybe even remove it).
b) After the graphics card is installed get the latest stable or MS approved drivers for card.
If that doesn't do it, you may be able to fix the problem with a larger powersupply. But add your numbers first and see just how likely it is (I didn't do it for u) or wait for more answers/clarification.
I don't know if that, new PSU, will lead to a heat problem though since the case is so small, maybe buy a powersupply with that in mind. If you do buy one, do try to make sure that things are compatible with ur case/system. There may be special PSU's/considerations for the Shuttle systems.
