I was like O_O when I read this, I recently built a new system and I noticed how long it took for the right click menu to appear. I even posted a question about this in the Motherboards and Chipsets forum. Now I know I didn't do anything wrong when I built my new system.
Some of this can also be avoided if you'll go to Windows Explorer\Tools\Folder Options\View\Advanced Settings\Files and Folders and click the check box for "Launch folder windows in a separate process".

there are other things you can do, go and get TweakUI from microsoft, it puts registry keys in that can improve your performance heaps.
i have turned off all animation on menus and many other options that slow down stuff by trying to put fancy graphics in.
i was having the slow response problems too, and now it goes so fast that i could click and unclick , the menu would popup and disapear before i could read a word on it.
it really does help, its under the power toys section for WinXP at the microsoft website.
