Not getting consistant Max FPS

I have a newish Dell
p4 2.0 gig
Radeon 9000 pro evil (128mb)
1gig DDR ram
two hard drives on opposite channels
and a 250watt power supply
Stock Mobo
win 2k pro
programs like mirc, aim, and mcafee running in the background

- THE PROBLEM -
I play amature Counter-Strike and the new season is about to start and i want to be able to get a max fps of 99. When i look at walls or areas with very few items i reach 99. How can i get a consistant 99 fps?
i run cs on opengl 1024x768.
-- what can i do/buy to make reach my goal?
w/o having to spend alot of money, or maybe none at all.

You should mention which kind of Dell.
U know something like GTX 11 or something.

Do you know if your video card is PCI or AGP?

You can't just make a video card as fast as you want it... They have limits. Your card might not be able to make 99 fps consistently in that game, so either deal with it or upgrade. Besides, your eye can't tell the difference between anything over about 80-90 fps anyway...

thats funny because with my Duron 1gig and radeon 7200SDR i was able to get 90 fps average in that game @ 1024x768
