okay library of leng says that if a spell or effect causes me to discard
a card i can put that card on top of my library. cycling cards say i can
discard the card from my hand to draw a card so my question is can i sit
there and bounce the cycling card back and forth over and over if i have
a fluctuator in play?

Library of Leng {1} Artifact
You have no maximum hand size.
If an effect causes you to discard a card from your hand, discard it,
but you may put it on top of your library instead of into your
graveyard.

It only takes effect if the discard is caused by an effect - i.e. by a
spell or ability resolving. It can't affect discards that are costs.

Nope. The discard on a cycling card is a cost to play the cycling
ability. The only part of cycling that is an effect is the bit where
you draw a card.

oh well it was worth a try. here's a type 0 deck i'm going to use tell
me what you think i've used the best mana producers i have so suggesting
i use moxes would be pointless but if you have some other ideas that
involve cards in a lower price range i'd be glad to hear them.

i've messed around with it but haven't played anyone yet. it seems to
spend the first two to three turns putting cyclers in the graveyard and
artifacts into play once thats done i use feldon's cane to have a
library full of cards that cycle for free and lightning rift my opponent
to death. its not a really hardcore type 0 tournament so i just wanted
to play something off the wall. anyways tell me what you think and if i
can make it better.

Right.

Nope. What you're missing here? Cycling doesn't cause a discard as part of
an EFFECT at all. The effect of Cycling is "draw a card" (and the effect of
<land>cycling is 'search your library for a <land> card and put it into your
hand'). No discard is involved in the -effect- at all.

Cycling's _activation cost_ has a discard in it ... but Library of Leng
specifically doesn't replace that.
