Hmm ... if I were to build one, I would want a way to consistantly ping with
it.
As you want blue/black my probable route weould to be clear the way for it

That in mind, I'd probably do something like this

Thought Scalping
12 Island
8 Swamp
4 Waterveil Cavern
4 Ravenous Rats
4 Scalpelexis
3 Isochron Scepter
3 Reach Through Mists
4 Dampen Thought
3 Eerie Procession
3 Consuming Vortex
3 Eye of Nowhere
3 Rend Flesh
3 Hideous Laughter
3 Soulless Revival

The point of this one is to use all the Arcane spells and Splice to help
keep the
board clear and your options open. Put a useful instant on the Scepter so
you
can repeatedly Splice your spells instead of casting them. Mill to death
using
the Scalpelexis or Dampen Thought. Though I bet you'll probably win with
the
Thoughts without really hitting with the milling beast, so I'll put forth a
probably
wackier alternative

Scalp-a-Xerox
12 Swamp
8 Island
4 Salt Marsh
4 Scalpelexis
4 Bone Shredder/Nekrataal
4 Ravenous Rats
4 Man-o'-War
4 Clone
4 Soul Foundry
4 Diabolic Edict
4 Dark Banishing/Terror/Rend Flesh
4 Diabolic Tutor

Simple idea really, copy Scalpelexis via Clone, Soul Foundry or by my
favourite method ...
Clone *on* a Soul Foundry. The other creatures have control-oriented CIP
abilities,
exploitable by your other copiers.

If you want more copiers, add Sculpting Steel to copy your Soul Foundry and
imprint a
Clone on it. This way you use a Steel whch is copy of your Foundry to put a
Clone copy
into play as a copy of the copy Scalpy that you made with the Clone on your
original Foundry.
Confusion also rates as a tactic in this deck! ^_^

Just two off-the-head ideas and two-minute deck lists. I'll bet that
there's multiple
ways to improve them, but it's a start right?

Never knew of this card before, but it's pretty cool. Could especially take
off when combined with something like Kami of the waning moon. and some
arcanes. I'm assuming you're trying to deck the opponent, so arcanes like
ethereal haze and dampen thought would be good along with those guys. A 1/5
could be a good blocker, so you might want something like Vigilence, but that
just seems like card disadvantage. Still, seems like there ought to be a way
to (ab)use the 5 toughness on that guy and still use his ability.

Witness, Soulshift, reanimation, etc.

Whenever it inflicts combat damage - so throw a couple of fireshreakers in the deck.
It'll do 2 damage per strike, but remove at least 8 cards from The Game.

combat damage.)
Equip {2} ({2}: Attach to target creature you control. Equip only as a sorcery.

ok so its triggered on damage not combat damage, so the long bow
sounds perfect.

and as your pinging i'd like to go witht he lovely new equipment
neko-te

Neko-Te 3
Whenever equipped creature deals damage to a creature, tap that
creature. As long as Neko-Te remains in play, that creature doesn’t
untap during its controller’s untap step.
Whenever equipped creature deals damage to a player, that player loses
1 life.
Equip 2 Mana

so naturaly tim sounds good, and as were going equipment white sounds
good (steel shapers gift is fantastic, and a pair of auriok steel
shapers means you can tap down as many new creatures as you have
creatures every turn, or do 2 damage per creature if they don't drop
enough creatures every turn) also 1 or 2 more white ping attacking
creatures will realy slow the opponent down.

and then you can put in candles glow and ethereal haze to go with the
dampen thourghts.

4 Viridian longbow
4 Auriok SteelShaper
4 Steel Shapers Gift
4 Eherial Haze
4 Candles Glow
4 Dampen Thourght

How about Whispersilk Cloak to get the Scalpelexis through? Makes
him unblockable and untargetable. Just a thought...

While we're at it, why not think about using Fireshrieker just to put 8
cards each turn?

While the b-u build is effective consider usive the kiki-jiki alarm
lexus build.
since blue is already in your build format the use of dampen thought on
a isochron should be an option as well as boomerang.
the deck could be modified into a pinging bridges as well.
just don't forget the curiosity!
