Internet connection

I can open everything else up in Control Panel except Internet Connection,
all I get is 'busy'. Any ideas, I'm having trouble with logging on sometimes
and this stops me from getting to the route of the problem. Win XP with
Service Pack 2. Thanks

Create a new user, and try it.
