Working in Background Cursor

After explaining in this thread Here. I am occasionally able to boot this computer after leaving it unplugged for an hour or so. After booting and successfully, but slowly getting into Windows 7. I am troubled by why my cursor now permanently displays itself as the "working in background" cursor (The regular mouse icon with the spinning green donut). I ended all unnecessary processes but it still persisted. Anyone have a clue as to why this would happen?

Check the teperature in bios for overheating, make sure that when you opened it up that you didn't accidently dislodge the fan connector.

Everthing is fine, the connector is sound and there's no overheating.

I fixed it. Just had to reinstall windows.
