Hello I have a problem, I have a windows XP SP1a Portuguese licensed, and
when I tried to install SP2, when I restart the computer can't start the
windows XP, just only in safe mode. Does anyone knows waht could be wrong.

Have you cleaned your machine of spyware and/or viruses *before* installing SP2?

I had install a fresh windows XP SP1a, I had update some patchs of
microsoft. And the second actualization it was SP2 but when I make boot. It
stops and only can open in safe mode. If I remove SP2 it start normaly.

Scan your machine for viruses and spyware and then, when it be cleanned, try to reinstall SP2. But, don't installa Windows Update version, but what Mark has given you.
