Reinstall system software?

Hello--

I was having problems with my computer--too many software glitches, and I
decided to reformat my hard drive and attempt to install Win Me again. I
had already made an "Emergency Boot" floppy for this. I followed all the
prompts (or so I thought) and when I got to A:, after the drive was
reformatted, I had trouble, and could not figure out how to go from there.

I have a Dell Inspiron 3700, which has the *modular* bay--which means that
there is only one removable drive installed at any one time--either just the
floppy drive, or the CD/DVD-ROM drive, or another battery. So, I *DO NOT*
have the floppy and the CD-ROM drive in at the same time, at any time.

What do I do from here in order to reinstall the system software? Will I
have to revert back to Win 98, because that's what my computer originally
came with, or can I go directly to Win ME? All I have is an A: when I have
the floppy drive, with the emergency boot disk, in there.

Thanks in advance--you can answer me either here on the newsgroup or by
e-mail--my other computer (a flat panel iMac) is working just fine!

you should be able to boot directly from the cd...
