Windows Explorer is not refreshing

When I create a new folder or file, or delete a folder/file the Windows
Explorer does not show the change until I press F5. The computer is
Windows XP SP2 and logged in a guest. However it also happens when I
log in as one of my administrator accounts but not the other. I found
a Microsoft Knowledge base article that explains exactly my situation,
but it claims that SP2 fixes the problem and it doesn't. It also gives
a registry edit that could fix the problem, but that did not work
either. Any help would be appreciated.
