What video processing card and software might one recommend to convert NTSC digital video to PAL format and be able to output it to a PAL video recorder?

Did you get any response on this one?

I'm looking to do similar (Actually the other way round).

Looked at many options.

GeForce ULTRA PRO, with TV out - no good as you cannot support VGA and TV simultaneously. Have to reboot too.

2nd PCI video card. Supported under 2k, but there appears to be an issue with the second card running video. Maybe the hardware is only done on card #1?

I'd look at either multi-system VCRs or signal converters as your best option...
