Cannot Load Desktop

Windows XP Professional seems to start normally, but then after the initial
start up display all I get is a blue screen with the XP Logo. Even if I try
to start it in Safe Mode, all I see is an initial blue screen with the words
"Safe Mode" on all sides and then just a blue screen with the XP Logo. I am
unable to boot it to display the desktop. I do not have a floppy boot disk.
Any ideas?
