error parsing c

i,i installed sp2 update and computer started acting cracy so i
uninstalled,sometimes when opening pages or programs i get a "error parsing
c:\windows\system32\urtt emp\config\machine.config parsor returned error
0x80070003" message and evrything freezes up untill i click the ok
button.i've recently reloaded sp2 and it's working ok but i still get this
error message.
