Free Play on After Burner

I have set the dip switches on my After Burner II to Free Play. When
the game is turned on, the "Free Play" message shows up in the lower
left corner of the screen. However, I still have to put in a quarter to
start the game. Is there a secret combination of buttons that need to
be pressed? How is free play supposed to work?
