When i press Alt+CTRL+Del the windows task manager window pops up but
suddenly dissappears and it wont allow you to do anything. It is the wierdest
problem it comes then suddenly closes all by itself, also when i try to go to
device manager it does the same thing. Any solutions?

The type of behavior you describe is typical behavior of more than
one virus/worm, the three below being the most common:
