Strange Williams ROM issue here

I am working on my WILLIAMS board sets. I am currently focusing on sound
boards lately. My "BUBBLES" sound board was working find then it seemed to
stop. No sounds when you press the sound test button. I installed a "JOUST"
sound ROM into it and the sound works. I put the roms into the working JOUST
sound board with the exact same results, (Joust works but Bubbles doesn't).
So from this I conclude it is a bad 2532 ROM. Seeing I can't burn 2532 ROMs,
I strapped (Hacked) the board for 2732 and burned the (2732 "BUBBLES" ) ROM
installed...and ...nothing. So I then burned a (2732 "JOUST" ) and a (2732
"ROBOTRON" ) ROM and installed and both work fine in both boards that have
now been "2732 hacked". I reburned the (2732 "BUBBLES" ) ROM again using one
of the ROMs that I just made the "JOUST" ROM out of, and it still didn't
work.
So what am I missing? I got the ROM Image out of my MAME set and I ROMIDENT
it as the proper ROM. So does anyone have a known good "BUBBLES" sound ROM
Image they can send me? Or tell me what Im missing? This is so wierd.
