400SC Problem

After running OK for about 18months, I have the following problem.
As I switch power to the Cpr. The light for power and the CD.s etc all
start blinking, even before I have pressed the ON/OFF switch. It look as
if the switch is stuck ON? AND I get nothing on the Monitor. (I have
tried another monitor and the result is the same. It seems like its
going through the POST sequence etc but nothing shows on the monitor.
Could it be permanently stuck in a 'sleep mode'?
As yet I do not have a spare Video board to try & swap.
If anyone has other ideas to try I would appreciate it.

ALSO: How can I remove, (to change) the ON/OFF switch on a power Edge
400SC? (Which certainly is not working correctly).
