page cannot be displayed - format and reinstall

Out of sudden, my internet browser (including IE, netscape, firefox) cannot
display secure page. Had tried a lot suggestion posted on this newsgroup,
including KB813444, KB870700 etc…
I even formatted my hard disk and reinstall win XP, but still no luck…

Can any one help to solve this problem.

If your system cannot view secure sites, you have made some setting change in security. I would suspect some Update that has
effected a cached file. Try clearing the cache.

Clear the IE cache. (IE, tools, Options, Delete Files button, include offline content.)
