winxp activation after formatting

I have had several probelms with my computer and/or IE6(winxp pro sp2).
After trying several fixes from this and other newsgroups I was told to
format the HDD and reinstall xp pro sp1. All went fine till the final boot
to desktop. I get the message that this machine must be activated so I
click the activation icon in systray. Message pops up stating that windows
is already activated and I am not prompted for the product key or anything
else. All is fine until a reboot then same thing. I have called MS to get
help and they want $35.00 to maybe help. Is there a work around to get to
the activation screen other than..
1.oobe/msoobe /a
2.booting in safe mode
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFTNT\CurrentVersion\Winlogon (change
Activation Required value to zero)
then HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion (change
RegDone value to 1)
3. run - regsvr32.exe licdll.dll and regsvr32.exe regwizc.dll
none of the above has made the activation window appear to activate?
