can't reboot following c drive compression

My brother just compressed his C drive using the "compress drive to save disk
space" in C drive properties and now he can't reboot his computer . He's
tried to enter last known safe mode, but the computer won't start. Any ideas
about what to do so he can get it rebooted and then decompress the C drive?

try logging into safe mode and uncheck the compress

he tried to log into safe mode, but the system still won't boot up. he also
tried last known good configuration, and nothing.
