Ctrl-Alt-Del Problem

I have two users set up as administrators on Windows XP Home version. The
first user has no problems; however, the second user is unable to implement
the Ctrl-Alt-Del and receives an error message that they are not authorized
to use this command. I have double checked to ensure that the second user
has administrator privileges.

Help.

as the disabled admin go to start - run, regedit and open
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
Is there a DisableTaskMan entry there?, and if yes, set it to zero
