Hey Bob, FYI. Those Sega shifters are above $400.00 new so I think your best
bet is going to be buying the one from Happ.

Nope, the original one says "KETZ" on it. The one from Happ is a lot
shorter and the handle looks like a simple joystick.

are they also a drop in replacement for sega rally machines ?

Alot of those parts are interchangeable between those machines..

I pretty sure Sega Rally II uses sames Wheel, Pedal, and Shifter,

I think Scud Race/Super GT use same Wheel, Pedal, and Shifter also.

The shifter from Sega Rally 1 has a metal/chrome handle. Sega Rally 2
uses a platic one (Ketz). I think this was changed due to the hazard of
electric shock.
