Seeking a forgotten game title

Okay, I'm looking for a game title that my friend told me once, but I forgot. Basically, it is an older game, maybe 4 or 5 years. He said it is still usually found in PC game stores on the cheapo racks, but anyhow the game deals with building a country/city; building up your industry and crap to build tanks and weapons and setting them up to compete with another player or a computer opponent.

Any ideas?
