Radeon 9000 resolution problem

ATI Radeon 9000 (128MB by Saphire)
Just purchased this card a few months ago. It doesn't want to display 640 x 480 res. correctly. Just replaced driver with current from ATI. Is this a problem with all 9000 cards, or did I get a lemon?
I've also tried: BIOS - adjust AGP Aperture from 64 to 128 MB, Disabled Video Shadow

My motherboard only supports up to AGP 2X, IRQ's in good shape.

I'm running Win98SE on an ASUS P3B-F 1006
Award Bios v. 6.0
Crucial 384MB
PIII 1 GHz
Fortissimo III 7.1
400 W ps

Card works great, actually, just can't play old games, or watch new game movies, and when in 640 x 480, it's difficult to change settings, as there's a wild split screen effect, two cursors, etc.

Note: I haven't been able to access the ASUS download web page lately, it times out.

I'm using Gigabyte Radeon 9000, but I don't have such problem
