formatting dell workbook

I have recently been given a Dell CPi laptop which was an old work machine,
it comes with a docking station, loaded with win 2000 professional. The
problem that I have is that I dont have access to the Administrator
password, I can only login as guest so I dont have access to any of the
features. I can only have the floppy drive or cd drive in the laptop at one
time and I cannot alter the CMOS to boot from floppy as it wont toggle
between drives. I want to format the machine completely and install windows
98, please can anyone tell me how to do this

What is the Boot order of the BIOS? If the Hard Drive is listed first, I
think you will not be able to format the drive because you will not be able
to boot from a floppy or a CD.
