I think the sig should just be changed. I mean that one never even made sense to begin with. I can't think of a bigger misconstruing of the definition of theory.

THEORIES are educated guesses meant to be proven or disproven in time with research that provides fact and evidence. So THEORIES are meant to be used in practice so that they can be proven or disproven. Therefore, there is always the probability that practice will disprove a theory. That's the whole nature of theories.
The sig would have made more sense had it said something like, "In theory it is true. Let's practice to find out."

I know it's meant to be cute and humerous. But in reality, it only serves to prove that he doesn't even know what he's talking about. What was supposed to make him look intelligent for coming up with something witty, is actually making him look stupid for not even getting it right in the first place. At least to me.
