Does anybody know what chip on the blue gallag bootleg board controls the
starfield.?

On Gallag boardsets it's not a single chip but a number of them -
these are on the lower (ie video) board just before the output
resistors near one edge of the board (near resistors R3, R4, R5, etc -
there's a cluster of them). Two examples are the LS164 at 7P and the
LS74 at 8M
