Cooling Solutions? Read me, its a good question!

I was thinking, why don't graphics cards have all the chips and cooling solution on the "bottom" of the card. What I mean is, facing upwards, surely this way there is alot more head room for a cooler and air flow will be increased?
Additionally, the user then wouldn't lose the first PCI slot, if they are using the new Nvidia Cards etc...

I think it was because the AGP spec is derived from PCI, and that always had the chips underneath, so they didnt bother changing it. But I think it certainly would make a difference, with more of the heat rising off of the heatsink into the exhaust fans.
