Help!! Problem with Windows 95

I'm working of a computer for a friend and I have run into a problem and it has me completely stumped. Windows will load up, but when you get to the desktop you can't click on the "my computer" icon. It will not let you double click it, and if you right click it it does not give you the option to open or explore it. It either says something like connect to network drives, disconnect for network drives, and properties. I am not completely sure, I worked on it earlier today. If anyone has encountered this problme before, please let me know. I don't want to reistall windows, which will cause him to loose his programs. Thanks for any help you can give.

Sounds like a security protocol issue, We have a pc at work that has a full start menu, but all functions are greyed out except one, when the sys was networked, it was the first one on the net and the one they used for loading everything, so they set the security at that
