the bios is the first thing that shows up on screen if the motherboard is posting. you have to hit the delete key or an f key at power up to get into the bios if the mb is posting. if nothing showing up on the screen then you have a hardware error. you have to degug your pc to see if it the power supply or another part that failed.

How do you debug??

start by unplugging your ps from the wall and opening the case and see if the computer is dust bound. if there a lot of dust try blowing it out. if not try removing the ram if the mb does not beep. removed the video card..if no beeps...see if someone has a spare power supply or power supply tester. all it takes is one leg of power to fail on a power supply for a pc not to post.
