I can not use many of the standard features for some reason. When I click on
the "my computer" or the "Recycle bin" a generic error message appears with
the send error message. When I click either send or don't send the screen
resets. This also happens when I click on the start menu and try to use
search for files and folders. Any help would be greatly appreciated !!!

Looks like you have quite a few things happening.
Firstly, if you don't have one installed or up-to-date, download and install
a good anti-virus application. Grisfot have a good FREE product call AVG
free if you can't afford to buy one.
Update all the virus definitions etc and then run the anti-virus application
after booting up in SAFE MODE.
Once yoou've done this and killed all the nasties, then get Microsoft's
anti-spyware application. it's in beta 1 format, but runs without hitch. It
is a free application, available from MS at:
Once you have killed off all the nasties see if you PC is running properly.
If it still has some glitches, then run a repair installation of XP.
