I have a computer I need to setup that is running the Japanese version of XP.
When I try to install Citrix or Office 2003 I get an iinstaller error and the
installation rolls back.

Error 1721. There is a problem with this Windows Installer package. A
program required for this install to complete could not be run. Contact your
support personal or package vendor.

I searched TechNet and found an article on re-registering the installer
service and one on running system file checker but neither one fixes the
problem. I'm installing SP2 to see if that takes care of it but I'd like to
see if anyone has any suggestions wile I wait for this to finish.

SP2 doesn't help and it's not specific to Japanese as I have tried both the
English version of Office (it works fine on another Japanese machine) and the
Japanese version of Office 2000.
