bad battery or board

I have a dell latitude cpi (a366xt). My battery indicater on the
batt shows 1 blinking bar followed by three solid bars. Also my batt
symbol in the taskbar shows that my batt is 63% and charging. my
problem is that my laptop wont turn on unless plugged into the wall
and if unplugged it dies instantly. i was wondering how to tell
whether i needed to buy a batt or something internal. please help
