Ddr3 vs ddr5 gfx memory in laptops

I was reading this article on a website and it stated that ddr3 would be as fast as ddr5 if the memory controller is fast enough for ddr3.

what does that suppose to mean and which memory controller is it talking about? a bit of information on this would be greatly appreciated.

Basically the OP asked a question whether hd 6770m is better than gt 525m since ati one uses gddr5 and nvidia one uses gt 525m...
