Yeah you will have to let it soak in it a bit, and rub the HSF vigourously, not so vigourous on the GPU. Considering the robustness of HSFs you could use paint thinnner, which works wonders on CPU HSF for me, of course after wards clean with the alcohol to remove any residue. Do not use on GPU itself cause that stuff may damage the PCB.
It does take time but a Q-tips and alcohol should do fine.

Just alcohol and some mild pressure with a Q-tip will do wonders. Try and get it all off, but don't worry about every last smidgin. Eventually it will simply mix in with whatever you replace it with, the main thing is to have the surface clean, the edges are a minor issue, but a good idea.
As for being gun shy, heck we all hit that moment. My core OC's pretty good, but I saw Crashman get some mighty high memory sprint OCs and it made me wonder, what's the absolute max I can take my memory for just a 15-20min benchmark run? Well I went from 373.50 to 377 and Ran Aquamark, I was the Kaleidascope tearing like some people here saw before their cards fried. I only saw it for 5 secs. But damn didn't that stop my cavalier attitude for a while. We all get back in the saddle again and test the envelope, but the thing is to be smart and vigilant about it.
As for loyalty to a company that treats you right, I sent back a Laptop to IBM that was damaged while Roller-Blading from school at night (stupid rut in sidewalk!), they didn't even ask me about it they simply replaced the LCD no questions asked. That really made a good impression on me. They got 3 more laptops from me, and if I decide to go with a non-gaming next month, then I will get another IBM.
