Why do you have to use a host file to resolve DNS
lookups? Such as getting e-mail through outlook or
exchange.

The hosts file is typically used just to block specific IP address. But it can also be used to specify the IP address for certain named-hosts (servers). To get email it is not normally necessary to have to depend or use the Hosts file.
Are you having a problem getting email?
