error with modem

Hi I have a problem with a modem i get the error message unable to establish
a connection when dialing out but the line and modem are working fine.
Also when i go to click on phone and modem options in control panel i get a
warning saying you may ahve a problem starting telephony service,i think this
is why i have been unable to dial out any suggestions???

See if you're are able to start the Telephony service via Services.msc
applet (Type services.msc in Start/Run) and locate the Telephony Service.
Set it to Manual.

control telephony devices and IP based voice connections on the local
computer and, through the LAN, on servers that are also running the service.
