Actually it's a 'LITE' version which means the core is at R9600Pro speeds but the memory is not (it's at R9600non-pro speeds).

That should read either 300mhz or 600mhz for a true PRO depending on what they are reporting (actual/effective). But considering that it says lite the 400mhz matches the 'effective' memory speed.
Considering that the R9600 series is severely memory limited, I wouldn't bother with the lite version, you will never be able to overclock that TSOP memory (looking at the picture alone confirms it's a hobbled card) to anywhere near PRO speeds, let alone beyond that.
While it's not an R9600SE, it's not a pro either. Do not consider this as a true R9600Pro, it's really more of an overclocked R9600non-pro. I wouldn't pay that kind of money for it, unless it was CDN, and even then I would probably sell my R9600Pro for around that amount anyways.
So I don't think it's a good deal, but it really depends on what the price of an R9600Pro and an R9600 are in your area.
